Heads of Terms between TCDS and Dairy Crest are signed (see photo below). They set out how TCDS will lead the creation of the masterplan for the site, with a view to obtaining planning consents through the use of a Community Right to Build Order, a power granted to communities in the 2011 Localism Act.
